At the time of subdivision platting within the Heritage Bend PUD, the subdivider shall be responsible for construction and/or installation of all required public infrastructure improvements in accordance with the city's subdivision ordinance, and as indicated on the approved Heritage Bend PUD sketch proposal. With any subdivision plat within the Heritage Bend PUD, the subdivider shall be responsible for constructing and/or installing the public infrastructure necessary to support development within the subdivision in a manner that will assure that the public infrastructure functions at an acceptable level of service (per the city's comprehensive plan) and that complies with all city ordinances.
A. The street classifications are as follows:
Mills Civic Parkway: Arterial street
Bridgewood Boulevard: Major collector
South 81st Street: Major collector
Coachlight Drive: Minor collector
All other interior streets: Local streets
B. Paving requirements (refer to traffic report for required storage and taper lengths):
1. Mills Civic Parkway: The ultimate paving is six (6) lanes with dual left turns at intersections. The developer will provide surety for one-half (1/2) of a three (3) lane street and all required appurtenances (storm sewer, grading, etc.) for the ultimate street configuration at Mills Civic Parkway adjacent to plat. Mills Civic Parkway will be constructed at such time that the city of West Des Moines deems necessary.
2. Bridgewood Boulevard: The developer will be responsible for the ultimate street grading with all required appurtenances (storm sewer, etc.) and construction of the remainder of the north two (2) lanes from the existing terminus of Bridgewood Boulevard to the west plat boundary. The ultimate configuration will be an eighty foot (80') wide boulevard with thirty foot (30') median (with a median break at 83rd Street), eastbound left turn lane at the entrance to the aquatic park and at 81st Street, and westbound left turn lane at 83rd Street and at 85th Street.
3. South 81st Street: The developer will be responsible for the interim paving of a minimum of two (2) lanes with designated left turn lanes at all intersections from Mills Civic Parkway to Wistful Vista. The developer will be responsible for paving three (3) lanes along South 81st Street between Wistful Vista and Bridgewood Boulevard. Developer has agreed to secure a developer's agreement with the adjacent property owner to the east to obtain the required right of way (50 feet) north of the city's public safety facility along the east side of 81st Street and complete interim paving for entire street adjacent to plat. The ultimate pavement will be four (4) lanes with designated left turns between Mills Civic Parkway and Wistful Vista Drive and five (5) lanes between Wistful Vista Drive and Bridgewood Boulevard.
4. Coachlight Drive: The developer will be responsible for constructing a thirty one foot (31') back to back street with a left turn lane at South 81st Street.
5. All Remaining Internal Streets: The developer will be responsible for constructing a twenty six foot (26') back to back street.
6. Other Requirements: The developer will be responsible for constructing temporary turnarounds at ends of Skyview Circle and 84th Street to the satisfaction of the city's public works department.
C. At such time of platting or development, the applicant proposing said platting and/or development shall deed to the city:
1. Additional right of way along Mills Civic Parkway necessary to provide eighty two and one-half feet (82.5') from the centerline of street with fifty foot (50') intersecting radii provided at the intersection with 81st Street right of way.
2. Additional right of way for 81st Street necessary to provide sixty feet (60') of right of way from the centerline of the street from Mills Civic Parkway north to end of the taper for the right turn lane, thence additional right of way to provide fifty feet (50') of right of way from the centerline of the street to the north end of the plat.
3. Additional right of way along Bridgewood Boulevard necessary to provide seventy five feet (75') from the centerline of the street.
4. Right of way for streets internal to this development should be identified as follows:
a. Seventy feet (70') of right of way for Coachlight Drive.
b. Sixty feet (60') of right of way for Wistful Vista Drive.
c. Sixty feet (60') of right of way for Nelson Street.
d. Sixty feet (60') of right of way for Heritage Bend Road.
e. Sixty feet (60') of right of way for Skyview Circle.
f. Sixty feet (60') of right of way for 82nd Street.
g. Sixty feet (60') of right of way for 83rd Street.
h. Sixty feet (60') of right of way for 83rd Place.
