In addition to the general requirements as stated within this ordinance, the following land use design criteria shall apply to the area designated on the area development plan on file in the city. The area development plan document which is made a part of this rezoning action delineates the specific plan as "Public Safety Station #19" (see exhibit A). The following development standards and use regulations shall apply:
A. Public Safety Station #19: The use regulations and provisions set forth in title 9 of the city code for the residential medium- density (RM) district shall apply to any development proposal for all property within this parcel as shown on the specific plan unless otherwise noted in this ordinance. This parcel shall encompass approximately 2.56 acres.
1. Land Uses: Allowable uses within this parcel are limited to local municipal government uses including, but not limited to, fire, EMS, and police stations and facilities and related ancillary uses including communication antennas, towers, and dishes (SIC 92).
2. Setbacks: All building heights and setbacks shall be in accordance with the setback and bulk density regulations of the West Des Moines zoning ordinance for the residential medium- density (RM) district unless otherwise herein modified.
3. Open Space: The minimum open space requirement for this parcel shall be twenty five percent (25%) of the total site area.
4. Landscaping: The minimum required landscaping within this parcel shall be based upon the amount of required open space. A minimum two (2) trees and three (3) shrubs shall be required for every three thousand (3,000) square feet of required open space with the following plant material size requirements:
a. Trees:
(1) 10 percent | 3 inch to 3.5 inch caliper |
(2) 30 percent | 2 inch to 2.5 inch caliper |
(3) Balance | 1.5 inch caliper |
(4) Minimum height for evergreens shall be 6 feet and may be counted as a 2 inch to 2.5 inch caliper tree. |
b. Shrubs:
(1) 18 inches to 24 inches tall or 5 gallon size
5. Parking Lot Open Space: The open space requirement within the surface parking areas within this parcel shall be a minimum of ten percent (10%) of the parking lot area. This ten percent (10%) is required to be in addition to the twenty five percent (25%) of open space required for the total site area of this parcel.
6. Parking Lot Landscaping And Screening: All parking areas shall be landscaped to screen their visibility from public rights of way or from any adjoining property outside the Public Safety Station #19 with the use of evergreen plant materials and/or berming and shall be reviewed at the time of review of the site plan for the development of the parcel. No parking space shall be farther than seventy five feet (75') from a landscaped island or landscaped open space area. Parking lot islands shall be a minimum eight feet (8') wide and landscaped with an organic ground cover or plant material; no rock or paving. Parking lot islands shall be installed on all parking lot end rows and located periodically throughout the parking lots to break up large expanses of paving and provide locations for landscaping and shade trees.
7. Parking Lot Setbacks: The parking lot setback shall be a minimum fifteen feet (15') from any public street right of way and thirty feet (30') from side and rear property lines.
8. Parking Standards: The minimum parking space requirement for this parcel shall be based upon the anticipated maximum personnel occupancy with additional space provided for public parking as follows:
Fire - 3 shifts of 4 persons = 8 stalls
EMS - 3 shifts of 2 persons = 4 stalls
- 7 administrative staff = 7 stalls
Police - 3 shifts of 5 persons = 10 stalls
Public - 6 stalls + 2 HC stalls = 8 stalls
Total required = 37 stalls
