The town center overlay district guidelines aim to create interactive spaces for pedestrians through the incorporation of plaza areas and pedestrian pathways.
A. Patio/plaza areas shall be designed to encourage opportunities for interaction among pedestrians and should provide as many seating opportunities as possible through the placement of benches, chairs, tables, planter walls, etc. During site plan review, the director of development services shall determine the exact number of seating opportunities to be provided.
B. Landscape lighting shall be provided whenever possible to extend the usability of the patios into the evening.
C. Patio areas should incorporate alternative decorative paving materials for visual interest and variety and shall implement landscape plantings to soften, enhance, and delineate the areas. Additionally, whenever possible, elements that enrich the space (i.e., art, fountains, flowers, banners, and children's play environment, etc.) should be incorporated.
D. Installation of the patios shall be at the time of construction of the associated building and at the cost of the developer.
1. If the car wash use proposed for the western parcel (identified as lot 1 on the specific plan drawing on file in the city) is the type of car wash in which the owner of the vehicle stays with their vehicle at all times rather than turning the vehicle over to a wash attendant, no outdoor plaza space will be required. However, in the event that the car wash is the type where the vehicle owner is separated from their vehicle and waits for it in a common patron area, the incorporation of an outdoor patio/plaza space is required. Additionally, if a car wash use of any type is no longer active on the site and a different use is established, the incorporation of an outdoor patio/plaza space may be required. Determination as to whether a usable outdoor space is required will be made by the director of development services at such time that the site plan review of the use/site is being conducted and details of the exact use operations are known.
2. A usable outdoor space is required within the eastern parcel (identified as lot 2 on the specific plan drawing on file in the city). Details of the patio/plaza size, location, design, and materials are required with the first site plan submittal for this area. The size of the outdoor space shall be proportional, as determined by the director of development services, to the size and use of the building and may be required to be larger than what is conceptually shown on the specific plan drawing on file in the city. If, during the review of the site plan development application, it is determined that several tenants could share in the creation of a plaza space, a detailed agreement as to the responsibilities of the applicants shall be submitted.
E. When applicable, details regarding use, maintenance, and replacement responsibilities for the plaza spaces should be identified within either a private master property owners' association document or within private lease agreements.
F. On file in the city are representations of the street furniture that shall be provided within patio/plaza areas in this development. Although slight deviations from the illustrations are permissible, the street furniture shall be used as a unifying element throughout this development. Without compromising the design intent of the plazas, the maximum number of furniture opportunities possible shall be incorporated. (Ord. 1739, 3-26-2007)
