The following plans shall be required as a part of the processing of any development application for any property within Jordan Creek Crossing II:
A. Area Development Plan: Exhibit A, on file in the city, is the city council approved Davis Estates area development plan which includes the above legally described property identified as planning unit G.
B. Specific Plan: This council adopted specific plan identifies detailed development criteria for planning unit G as identified within the associated area development plan. On file in the city and made a part of this rezoning is a specific plan diagram for the Jordan Creek Crossing II specific plan (see exhibit B). It is recognized that modifications and changes to the specific plan drawing may be necessary due to changes in building footprints or details; however, the intent is that the major elements of the specific plan should be adhered to and may not be altered without the approval of the city council. Where the specific plan drawing and specific plan language conflict, the specific plan language shall prevail.
C. Preliminary Plat/Final Plat: Property included within planning unit G shall be preliminary and final platted prior to or in conjunction with any site plan submittal for any proposed development within the above legally described property. Ground work associated with roads and utilities may be started, at the developer's risk, upon approval of the preliminary plat by the city council and required construction plans by the city of West Des Moines department of public works, unless otherwise specifically restricted by plan and zoning or city council action. A final plat must be approved and recorded with the Dallas County recorder prior to issuance of any building permit, including footing and foundation permits, for construction of any building or structure within the associated specific plan.
D. Development Applications: The site plan for any parcel within the Jordan Creek Crossing II specific plan must meet the general guidelines and regulations specified within the approved specific plan. Site plans which meet the guidelines and regulations of the specific plan, as determined by city staff, will be reviewed administratively and granted approval by the director of development services. If the site is deemed not to be in compliance with the specific plan, the site plan will be subject to review and approval by the appropriate viewing body (i.e., city council, plan and zoning commission or board of adjustment). An approved site plan is required prior to issuance of any building permits, including footing and foundation permits, for construction of any building or structure. (Ord. 1739, 3-26-2007)
