Illustrative signage concepts and anticipated locations of signs are on file in the city (see specific plan map and concepts packet). While some variation may occur between the actual built sign and the illustration on file, the nature and intent of the signs should be consistent with the illustration. Locations of ground signs within the development shall be generally consistent with that indicated in the concepts packet. At the discretion of the sign administrator, the locations of the signs may be modified without approval of a revised conceptual layout, but in no case shall the number of signs exceed the maximum indicated. If not specifically addressed within this ordinance, the regulations and provisions set forth in title 9, chapter 18, "Signs", of the city code for the regional commercial (RC), medium-density residential (RM) and high-density residential (RH) districts, as specified for the parcel shall govern sign design and placement.
A. Vegetated Landscape Beds: Vegetated landscape beds shall be incorporated around the base of all freestanding signs in a size proportionate to the overall size of the sign, as determined by the sign administrator. No additional mounding of soil or berming shall be allowed to elevate the sign except as required as part of a site plan for screening purposes (berms). In situations in which the base of the sign would be at an elevation lower than the adjoining street, soil may be added to raise the sign base elevation to that equal to, but no higher than, the adjoining street pavement.
B. Visibility At Intersections: Signs shall not block pedestrian and vehicular visibility at intersections.
C. Public Utility Easement: It is recognized that locations of signs are limited due to the presence of public utility easements; however, under no circumstance should a sign structure be located within the one to one (1:1) trench area of any public utility easement. Although a sign structure may be located within the balance area of an easement, placement of a sign within any portion of an easement shall be avoided whenever possible. The developer of the overall Galleria Development shall execute an indemnification-hold harmless agreement releasing the city of any responsibility for damages, repairs, removal or reinstallation of any sign(s) located within a public utility easement.
D. Ground Signs: Ground signs shall have a noticeable base and/or column element comprised of brick or stone. Ground signs throughout the Galleria Development shall be a unifying element, consistent in design and materials. (Ord. 1920, 5-31-2011)
E. Development/Tenant Identification Signs (Office/Commercial Parcels): A maximum of thirteen (13) development/tenant identification signs which identify the name of the development and/or the names of businesses within the development shall be allowed within the Galleria Development boundaries in accordance with the following:
1. When located a minimum of twenty feet (20') from the ultimate public street right of way line or thirty feet (30') from the curb of a private street (Stagecoach Drive north of Mills Civic Parkway) the sign structure shall be a maximum of seven and one- half feet (71/2') in height and no greater than sixty five (65) square feet in overall size. When located between ten (10) and nineteen feet (19') from the ultimate right of way line or fifteen (15) to twenty nine feet (29') from the curb of a private street, the sign structure shall be a maximum of six and one-half feet (61/2') in height and no greater than fifty five (55) square feet in overall size.
An exception shall be granted for the sign located on the northwest corner of the intersection of Mills Civic Parkway and the northern extension of Stagecoach Drive. The sign at that location shall meet a minimum ten foot (10') setback from the right of way line of Mills Civic Parkway and a minimum thirty foot (30') setback from the back of curb of the private street (Stagecoach Drive north of Mills Civic Parkway). The sign structure shall be a maximum eight and one-half feet (81/2') in height and no greater than seventy four (74) square feet in overall size.
2. There shall be no limit to the number of tenants identified on such signs; however no additional sign structure square footage shall be granted for signs which contain both development and tenant identification.
3. The tenant copy area shall be comprised of individually attached letters or a panel sign sized and treated (opaque vinyl or router face) to minimize the amount of sign area that illuminates and to present the appearance of individual letters. (Ord. 2167, 8-22-2016)
F. Directional Signage: To help facilitate vehicular movement and provide direction to patrons to various public streets and private internal access drives, directional signage may be permitted within the Galleria Development. The primary intent of directional signage is not to draw people off of the public streets but rather direct them back to the streets serving the development and the overall Jordan Creek area. Sign locations are generally intended to be at interior locations within the development, thus letter size is intended to be only large enough for a vehicle in close proximity to read it and not such that it is legible from the exterior of the property and/or public streets. Said signs shall abide by city code size and design limitations for "directional signage" within a regional commercial (RC) district with the exception that said signs may be allowed identification of tenants, both internal and external to the development (for example, Jordan Creek Town Center may be indicated) if it is determined by the sign administrator that identification of a tenant is necessary and beneficial for orientation purposes. Tenant identification is not intended as a marketing tool as part of lease agreements. Said signs may only be located on private property within the Galleria Development; shall not be located within public utility easements and shall be located outside of both pedestrian and vehicle vision triangles at intersections. A sign permit shall be issued by the city prior to installation of any direction signs.
G. Residential Identification Signs (Parcels F, G And H): One ground monument sign identifying the name of the residential development shall be allowed at each vehicle access drive into each development in accordance with code standards for the designated zoning for the respective parcel.
H. Wall Signage: The regulations and provisions set forth in title 9, chapter 18, "Signs", of the city code for the designated zoning classification for the respective parcel shall govern sign design and placement with the exception of the following:
1. Parcel A, buildings A-2 and A-3: Sign square footage allowances shall be calculated based on one and one-half (11/2) square feet of signage per one linear foot of tenant frontage which contains a public entrance(s) (generally the south facing facade). Signage shall be prohibited to be located on the rear facade of any building within this parcel.
2. Parcel K, buildings K-1, K-2 and K-3: Buildings within parcel K shall be allowed two (2) square feet of wall signage per one linear foot of tenant frontage which contains the building's primary public entrance (generally, the western facing facade) as long as parcel K maintains public street frontage onto Mills Civic Parkway through the legal tying or platting of lot L-2 of parcel L with parcel K to create one lot ("record of lot tie" agreement dated July 22, 2009; Dallas County recorders book 2009, page 12827). If parcel K and lot L-2 of parcel L are platted or otherwise become independent parcels, the tenants in lot K will be limited to one and one-half (11/2) square feet of wall signage per one linear foot of tenant frontage which contains the building's primary public entrance. A portion of a tenant's allowable wall signage may be located on a secondary wall facade regardless if said facade contains a public access door.
3. All PUD Parcels: For buildings which are less than one thousand (1,000) square feet in size, the longest wall of such a building may be used for the purpose of calculating total allowable wall signage regardless of which building wall faces a public street.
