The town center overlay district guidelines aim to reduce the dependence upon and dominance of the automobile through street design, shared parking, pedestrian scaled buildings and pedestrian pathways and spaces. To meet this intent, King's Valley specific plan has placed an emphasis on the pedestrian through trails, parks and pedestrian friendly design. The single-family residential development within the King's Valley PUD and their relationship with adjoining multi-family residential and commercial/office uses will be organized so as to promote pedestrian travel between various uses in the King's Valley development and surrounding activity centers. Such promotion will include care with respect to how the uses relate to one another, and the use of pedestrian walkways, greenbelt and open space areas. Particular emphasis shall be placed upon providing safe and convenient pedestrian access to the office and commercial areas adjoining the property to encourage the residents of the development to utilize alternative modes of transportation other than automobile. Bikeways shall be provided, where possible, to link the internal open space areas with the peripheral open space areas and activity centers, including, but not limited to, the Jordan Creek Mall, any future park/school site and the overall town center area.
A. Private Beltway Park: Neighborhood amenities including the trail and play structures, as identified on the specific plan, shall be installed at the time forty (40) homes are constructed or two (2) years from the recordation of the final plat, whichever comes first. At the time of platting, the developer shall provide the city with sureties for installation. Landscaping and additional neighborhood amenities are strongly encouraged.
B. Pedestrian Connection To Davis Estates Trail: At the time of platting, a minimum ten foot (10') wide pedestrian access corridor shall be established to provide for pedestrian access into the Davis Trust area development plan trail system from the internal open space within parcel C as noted in the specific plan. The location of the access and the specifications for the pathway shall be determined at the time of platting and shall be installed as part of the public improvements for the plat. The maintenance of the accessway, including snow removal shall be the responsibility of the master property owners' association. The pedestrian walkway and bike trails within the PUD shall form an on site circulation system that minimizes the conflict between pedestrians/bikes and vehicular traffic. (Ord. 1541, 8-4-2003)
