All special events on property within the West Glen Town Center development shall abide by all requirements and provisions as specified in title 9, chapter 16, "Temporary Use Permits", of the city code with the exception that the owners or managing company of West Glen may, with city council approval, exceed the maximum number of events within a twelve (12) month period allowed by code. This allowance shall only apply to West Glen sponsored events; individual business conducting events shall be limited in the number of events within a twelve (12) month period per city code.
West Glen shall provide for review and approval by the city council a calendar identifying the desired events and a general description of the event. Prior to presentation of the calendar to the city council, West Glen shall provide to the development services department a complete temporary use permit application for each type of event which includes detailed information, as required by the city of West Des Moines temporary use permit process. The development services department, along with any other concerned or affected city departments shall review the proposed events for compatibility with the adjacent uses and neighborhoods, adequate provision of parking, provision of appropriate sanitary facilities, potential pedestrian and vehicular traffic issues, needs of the various emergency services departments, potential site issues, and compliance to all applicable municipal codes and city and state regulations.
The West Glen events approved as part of the "calendar" shall be in addition to the number of events as otherwise allowed within title 9, chapter 16, "Temporary Use Permits", of the city code. These additional events beyond the approved calendar events shall submit and receive approval of a temporary use permit prior to each event. (Ord. 1887, 11-15-2010)
