As a part of the approval of the rezoning of this property, the City Council has granted exceptions to the typical development standards of the City of West Des Moines in an effort to promote this innovative approach to land development and to encourage a sense of identity and uniqueness of the Bridgewood development. (See Exhibit I Streetscape, on file with the Community Development Department.)
A. Street Trees: The use of any planting materials within the public street right-of-way shall be in accordance with the provisions of the comprehensive urban forestry program of the City of West Des Moines, unless noted otherwise in this Ordinance.
1. Trees or shrubs shall not be planted closer than five feet (5') to a curb, to a sidewalk, to an alley right-of-way line, or to any impervious material as measured from the center of the tree or shrub trunk. The planting of trees or shrubs on corner lots or adjacent to an alley within the area bounded by the street or alley lines of such lots and a line adjoining points along said street or alley lines twenty five feet (25') from the point of intersection of the public right-of-way lines shall be prohibited. This area is defined as the site triangle. No tree shall be permitted within the sight triangle of a public street intersection.
2. Existing trees or shrubs which are located within this area shall be pruned between a height of two feet (2') and ten feet (10') above the curb elevation to create an unobstructed view of the intersection. If pruning will not alleviate the vision obstruction then the developer shall remove said tree or shrub.
3. Trees are to be located with the following minimum clearances:
Three feet (3') from any water main
Five feet (5') from any gas box
Five feet (5') from any inlet or manhole
Ten feet (10') from any fire hydrant
Fifteen feet (15') from any street light
Five feet (5') from any underground utility
4. a. Any street trees that measure a minimum of eight feet (8') in height with a minimum caliper of two and one-half inches (21/2") shall be spaced a minimum of thirty five feet (35') on center, plus or minus five feet (±5'). Trees that are a minimum of six feet (6') in height and a caliper of one and one-half inches (11/2") shall be spaced a minimum of twenty five feet (25') on center, plus or minus five feet (±5').
b. Shade trees are to be a minimum of two to two and one-half inches (2 - 21/2") caliper with a minimum height of ten feet (10'). Any flowering trees shall be a minimum of one and one- half inch (11/2") caliper with a minimum height of six feet (6').
c. All species shall be approved by the Public Works Department. No tree shall be permitted in green space that is less than a minimum width of six feet (6') between the sidewalk and the curb. Maintenance and removal of any street trees shall be the responsibility of the Master Property Owners Association.
d. Pruning as required to meet the standard sign specifications.
B. Roundabout:
1. A traffic circle (roundabout) shall be permitted to be constructed within the public street between Parcels G and H that will connect 74th Street with 81st Street. This shall be constructed with a minimum of a thirty foot (30') inside radius with a landscaped island. Curb and gutter must be used within the limits of the traffic circle, inside radius and outside radius to the point of curvature of curb and gutter on the connecting streets. No driveway apron extension shall be located any closer than twenty five feet (25') of the point of curvature of curb and gutter at the intersection. The maintenance of the roundabout, including snow removal shall be the responsibility of the Master Property Owners Association.
2. The sidewalk shall extend along the intersection truncation, one foot (1') from the property line. Sidewalk ramps shall be located at the end of each curb tangent on each leg of the intersection.
3. The landscaping of the inside circle (roundabout) shall be reviewed for approval at the time of the preliminary plat and installed with the platting of the abutting property. All maintenance shall be the responsibility of the Master Property Owners Association.
C. Accent Paving:
1. Accent paving shall be permitted to identify pedestrian circulation throughout the community with trails, greenbelts, attractive sidewalks, etc. The pavers shall be colored concrete (not stamped) or brick pavers and will be located at strategic places in public streets, such as crosswalks, some intersections, and incorporated into the design of the roundabout. All maintenance and repairs of all accented paving would be the responsibility of the Master Property Owners Association.
2. Design standards and installation shall be according to the Metropolitan Design Standards. (Ord. 1322, 8-10-1998)
D. Medians And Cul-De-Sac Islands: Landscaping and irrigation within medians in public streets, cul-de-sacs, and other islands shall be permitted. Medians, cul-de-sacs shall be installed by the developer and designed to meet the Metropolitan Design Standards with adequate radii to accommodate the turning radius of a tandem garbage truck without encroaching into the median. The medians within Bridgewood Boulevard between Jordan Creek Parkway and 81st Street shall be maintained by the City of West Des Moines. The remaining medians and cul-de-sac islands (roundabouts) within the Bridgewood development shall be maintained by the Master Property Owners Association to enhance the character and increase the overall aesthetic value of the development. E. Meandering Sidewalks: Meandering sidewalks/bikepaths shall be permitted along 74th Street, E.P. True Parkway and 81st Street and shall be designed and installed at the time of the development of the adjacent property. A layout of the sidewalks/bike trail shall be submitted with the preliminary plat of the adjacent property and reviewed for approval as part of the platting of the adjacent property. The sidewalk shall not encroach into the private property greater than twenty feet (20') from the right-of-way line and a pedestrian access easement shall be established at the time of platting. The maintenance of the sidewalk shall be the responsibility of the Master Property Owners' Association.
F. Private Streets: A minimum access easement fifty feet (50') in width shall be provided for all private streets with a minimum width of twenty six feet (26') of paving from back of curb and will be privately maintained by the Master Property Owners' Association.
G. Utilities: There will be a ten foot (10') public utility easement established on each side of the public street right- of-way for the location of gas mains and sanitary sewers in order to accommodate street tree plantings in the right-of- way. This easement area shall be identified as a no build area and addressed in the Master Property Owners' Association documents or restrictive covenants that run with the land to ensure public access to this area for maintenance and reconstruction of the utility.
