The developer shall adopt building restrictions, easements and covenants pertaining to each parcel developed where the developer deems appropriate. Without limiting the generality of the foregoing, the developer shall prepare a reciprocal easement agreement ("REA") covering Parcel 3 and providing for, among other matters, rights of ingress and egress between anchor stores, the regional shopping center, the outparcels and public rights-of-way; pedestrian access; and maintenance of common areas.
