Prior to development within any part of any parcel, with the exception of the previously approved site plan on Parcel 1 as approved by the City Council an July 5, 1994, a master plan shall be prepared showing the location of new public streets and private streets within or adjoining the PUD in order to assure workable street patterns, grades and usable building sites. A minimum of one public street shall provide a connection through the PUD and into the property to the east. The master plan shall show a reasonable street layout for the property within Westin Heights PUD and to the east of the PUD providing a public street connection to the existing public streets extending westward from 60th Street. The master plan should also show a possible redevelopment proposal for Parcel 3 that shows the relationship with the remainder of the PUD. (Ord. 1121, 1-30-1995)
