It is understood that existing individual lease agreements require provision of a certain number of parking stalls. At the writing of this ordinance amendment, it is known that the overall Water Tower Place Development is deficient in the amount of open space area provided and is not in full compliance with current stormwater management requirements. Additionally, it is known that the site contains an excess of parking stalls above that required by city code. Therefore, as lease agreements expire, the applicant shall endeavor to renegotiate the requirements of said agreements to reduce the number of parking stalls required by tenant agreements and thus required within the overall development. The unnecessary and excess parking areas shall be returned to green space with the overall goal of achieving and maintaining the minimum open space percentage required and providing for the site's minimum stormwater detention needs.
