Pedestrian access shall be provided from all adjacent properties to the commercial uses developed within the Water Tower Place PUD. The design and/or location of the pedestrian walkways shall be determined at the platting stage with a master pedestrian circulation plan being reviewed and approved as a component of the platting approval of the Water Tower Place PUD area. The intent of this requirement is to discourage the use of motorized vehicles for employees and tenants within the area who desire to frequent the commercial uses within the area. The pedestrian access should also be provided to developments to the east. At the time a site plan is submitted for approval, pedestrian and car conflict points are to be identified. Visual changes to the built environment, such as, but not limited to, material changes with texture, color, and appearance shall be identified on the site to identify such conflicts to the users.
