Prior to development within any part of any parcel, a master plan shall be prepared showing the location of new public streets within or adjoining the parcel in order to assure workable street patterns, grades and usable building sites. In addition, the master plan shall demonstrate building locations, parking areas, pedestrian elements, etc., which reflect continuity of design versus piecemeal or incompatible design. Prior to the development of any portion of the PUD, provision will have to be made to address the access needs of the property to the east and the coordination with the property owner.
