Prior to development within any part of any parcel, a master plan shall be prepared showing the location of new public streets within or adjoining the parcel in order to assure workable street patterns, grades and usable building sites. In addition, the master plan shall demonstrate building locations, parking areas, pedestrian elements, etc., which reflect continuity of design versus piecemeal or incompatible design. Prior to the development of any portion of parcel G, a traffic element shall be submitted showing how circulation will provide access to the property to the west. (Ord. 1252, 6-16-1997)
