All double frontage lots along South 60th Street and Mills Civic Parkway shall be developed in accordance with section 6-6.04 subsection 5, paragraph B of the West Des Moines subdivision ordinance. A complete buffer plan shall be submitted to and approved by the city as part of the platting process for the lots. Final responsibility for provision of the buffer shall rest with the developer (subdivider) regardless of any pass through agreement. The city building inspector shall not issue a certificate of occupancy for any of the affected lots until the buffer as required within this section is properly installed per approved plan specifications.
