Upon the submittal of the first phase plat, or prior to approval of any plat within the Glen Oaks PUD, a north/south connector street on a permanent or temporary easement extending from Mills Civic Parkway to Grand Avenue shall be a component of said plat(s) and constructed prior to the issuance of any certificates of occupancy of a use within the Glen Oaks PUD.
