028-05: SIGNAGE REGULATION:
Prior to the installation of any sign, temporary or permanent within any parcel included in the Country Club Office Plaza PUD, a sign permit application shall be submitted to the city of West Des Moines for review and approval.
   A.   Wall Signs: Standards for wall signs as set forth within the West Des Moines city sign code for the professional commerce park (PCP) district or the support commercial (SC) district as established by the development standards for the parcel shall be followed unless modified herein. All signage constructed as wall signs on building fascia within the PUD shall incorporate aesthetic features compatible with the overall character of the development. All wall signs will be composed of solid individual letters attached to the building fascia, or individual letters of anodized aluminum, galvanized metal, or illuminated self-contained with translucent plastic faces set in anodized aluminum returns and trim. Logos shall generally be constructed in the same manner as individual letters including contouring to follow the shape of the logo. In situations in which the logo cannot be contoured, a panel sign may be allowed if the panel is sized and constructed in a manner that minimizes the overall sign size and limits the portion illuminated to just the logo (opaque background).
   B.   Ground Signs: The following standards shall apply to all freestanding ground signs within the Country Club Office Park development: (Ord. 1865, 5-17-2010)
      1.   Monument Or Landscape Signs: With the exception of parcel G as identified on exhibit A and parcels 7 and 8 as identified on exhibit C both exhibits on file in the city, sign standards for ground or landscape signs, whichever is applicable shall be as set forth within the West Des Moines city sign code for the support commercial (SC) district unless modified herein. Sign standards for ground or landscape signs, whichever is applicable for parcel G shall be as set forth within the West Des Moines city sign code for the residential high density (RH) district unless modified herein. Parcels 7 and 8 may share one ground sign to identify tenants within only these two (2) parcels. Said sign and structure shall not exceed fifteen feet (15') in height and shall be set back a minimum of twenty feet (20') from the eastern property line (Jordan Creek Parkway right of way).       2.   Entry Feature Signs: A total of four (4) entry feature landscape signs shall be permitted provided that they do not promote or advertise a specific user or users within any parcel of the Country Club Office Park PUD. These landscape signs shall be located, one each on the northwest and southwest corners of Office Plaza Drive and Jordan Creek Parkway (JCP) (exhibit A, parcel A-1) and one each on the northeast and southeast corners of Vista Drive and JCP (exhibit A, parcel C). The signs shall be set back a minimum of twenty feet (20') from both streets' right of way.
      3.   Interstate/Freeway Signs: Interstate signs shall be defined as a monument sign on a property abutting and within close proximity to an interstate/freeway right of way which is oriented to the interstate/freeway and which identifies an office, commercial or industrial complex or the principal tenant(s) within a building within the complex. Attached as exhibit C on file in the city is a diagram identifying the parcels as they relate to the following standards regulating the placement of interstate/freeway signage:
         a.   All interstate/freeway signs erected after the approval date hereof (March 2010), as well as all sign replacements shall abide by the following:
            (1)   Signs shall be set back a minimum of twenty feet (20') from the interstate right of way but shall be located within the first one hundred feet (100') parallel and adjacent to the interstate frontage.
            (2)   Signs shall be set back a minimum of two hundred feet (200') from the perimeter PUD boundary.
            (3)   A minimum three hundred foot (300') separation shall be maintained between two (2) interstate signs.
            (4)   Maximum width of any face shall be twelve feet (12').
            (5)   Maximum height of sign and structure as measured to highest element shall be thirty feet (30') except in those situations in which it can be proven through an engineer's survey that the elevation at the base of the intended sign as measured at the closest edge of pavement is lower than the roadway surface of the interstate, the height of the sign may be increased in order to achieve a maximum of thirty feet (30') of visible sign. In no case shall the highest element of the sign, including the structure exceed sixty feet (60') in height. The base portion of the sign used to provide elevation shall be monolithic in nature; however, up to one-third (1/3) of the base area may be open to decrease the visual mass and that surface area affected by wind loads while maintaining structural integrity. In no situation, shall the base of the sign appear as a "pole sign". Appropriate type and size of landscape vegetation shall be incorporated adjacent to the base portion of any sign which exceeds thirty feet (30') in height in order to mitigate and minimize the mass of the sign.
            (6)   The total area of a sign shall be actual square footage of one sign face. Double faced signs may be permitted with the maximum square footage permitted each side. Multifaced signs shall not exceed two (2) times the area of a single faced sign. The maximum copy area of a sign face shall not exceed two hundred (200) square feet. The name of the complex or development shall be indicated within the top one-fourth (1/4) of the sign copy area. The maximum letter height for tenant identification copy on the sign shall be eighteen inches (18").
            (7)   Any tenant in a building located within the Country Club Office Plaza PUD in which R&R Realty Group, Ltd., or one of R&R's affiliated companies (an affiliate shall be an entity which is controlled by, controlling, or under common control with R&R Realty Group, Ltd.) has ownership interest may be identified on an interstate sign, including tenants of buildings which do not have interstate frontage. A single tenant may not be identified on more than one interstate sign.
            (8)   With the exception of existing signs, the tenant copy area shall be comprised of individually attached and illuminated letters or a panel sign sized and treated (opaque vinyl or router face) to minimize the amount of sign area that illuminates thus giving the appearance of individual letters or elements.
            (9)   Replacement of a sign face within an existing sign shall adhere to these provisions.
         b.   The following sign allowances per designated parcels as shown on exhibit "C" shall apply unless one or more of the parcels are part of a platting or replatting which alters the amount of frontage each parcel has along the interstate. The need to amend this ordinance to address interstate signage allocation due to platting or replatting shall be at the discretion of the director of development services department.
            (1)   Parcel 1 shall be allowed a maximum of one interstate sign.
            (2)   Parcels 2, 3, and 4 collectively shall be allowed a maximum of one interstate sign.
            (3)   Parcels 5 and 6 currently share an existing interstate sign; no additional interstate signage shall be allowed for either of these parcels.
            (4)   Parcels 9 through 14 collectively currently share two (2) interstate signs; no additional interstate signs shall be allowed for any of these parcels. Said signs within these parcels shall maintain a one hundred fifty foot (150') separation between the two (2) signs.
            (5)   Parcel 15 shall be allowed a maximum of one interstate sign.
            (6)   Parcels 16 and 17 collectively shall be allowed a maximum of one interstate sign.
            (7)   Parcels 18 and 19 collectively shall be allowed a maximum of one interstate sign.
   C.   Pole Signs: No pole sign as defined by the West Des Moines city sign code shall be incorporated into any development parcel within the Country Club Office Park PUD. (Ord. 1865, 5-17-2010)
