A. Layout and Function:
1. North-South Roadway: A private north/south street connecting from Ashworth Road to Aspen Drive is required. This roadway will serve as the dividing line between parcels B and C.
2. Aspen Drive: Aspen Drive shall be extended from its current terminus at 84th Street, west to connect to 88th Street. The location of the intersection with 88th Street shall be determined by the city. This intersection of Aspen Drive and 88th Street is planned to be a full-turn movement intersection.
3. Secondary East-West Roadway: An additional east-west road connecting between the aforementioned north-south roadway and 88th Street is possible. This intersection location shall provide adequate separation from Aspen Drive and Ashworth Road and must be approved by the city. This intersection will be a full-turn movement intersection initially but will become right-in/right-out only at such time that median improvements to 88th Street are warranted and constructed.
4. Additional roadway connections between PUD parcels may be required.
B. Construction Timing:
1. The north-south roadway from Ashworth to the south line of PUD parcel A shall be constructed in conjunction with development of parcel A.
2. In conjunction with the construction of the first building in either parcel B or C, the north-south roadway shall be extended south a distance equal to where the building(s) is constructed. The location of the buildings will determine the extent to which the north-south roadway will need to be extended. Additionally, in conjunction with construction of this first building in either parcel B or C, an east-west roadway connection to 88th Street shall be made. As indicated, the location of the intersection with 88th Street shall be determined by the city.
3. At such time that medians are constructed on either Ashworth Road or 88th Street adjacent to the PUD, or in conjunction with the development of any building(s) on the southern half of either parcel B or C (regardless if any building(s) has been constructed on the northern half), the north-south roadway shall be extended to Aspen Drive. In addition, the following east-west vehicle drive connection shall be provided:
a. Development within the southern half of Parcel B: Aspen Drive shall be constructed from the north-south roadway west to 88th Street.
b. Development within the southern half of Parcel C that occurs prior to development occurring in the southern half of Parcel B: A defined vehicle drive connection shall be made from the north-south roadway west to 88th Street. This connection may be located at the 'Secondary East-West Roadway' indicated in bullet #3 of the Layout & Function section above; or Aspen Drive may be constructed between the north-south roadway and 88th Street. Additionally, Aspen Drive along the southern boundary of Parcel C shall be constructed or surety posted in conjunction with the construction of the first building in the southern half of Parcel C, regardless of if Aspen Drive has been constructed to 88th Street.
c. To avoid office and retail traffic from going east through the residential area, extension of Aspen Drive between 84th Street and the north-south roadway shall not occur independent of Aspen Drive being constructed to 88th Street.
4. At the time of additional non-single-family residential development within, or redevelopment entirely of parcel D, a secondary connection to a roadway must be made to provide the site with two points of access. This secondary connection could be directly to the north-south roadway, or to a roadway within parcel C which provides a connection to the north-south roadway, or connection to the property to the east which provides connection to Ashworth Road. At the time of any additional non-single-family development within parcel D, the drive location to Ashworth Road shall be evaluated, and relocated accordingly if determined necessary to ensure adequate spacing with the north-south roadway.
