Prior to or in conjunction with development or transfer of ownership, the following plans shall be required:
A. Preliminary Plat and Final Plat: Prior to development of any portion of the Single-Family area within PUD Parcel A or additional footprint lots or dwellings within PUD Parcel B, said areas shall be platted in accordance with the City’s Subdivision Ordinance.
Outlots are set aside to provide for common area, storm water management, private streets, private utilities and other improvements to support the development such as buffers and guest parking. Outlots are considered unbuildable unless replatted and detached accessory structures and fences intended to serve individual dwellings are not allowed within outlots.
Unless otherwise specifically restricted by City Council action, groundwork and construction of private roads and utilities may be started, at the developer’s risk, upon approval by the City Council of a preliminary plat or site plan which includes details of the improvements. Public street and utility construction may begin, at the risk of the developer, after the preliminary plat or site plan which includes details of the improvements area is approved by the City Council and construction improvement plans approved by the City of West Des Moines.
Prior to approval of the final plat, unless otherwise allowed by City Council, the developer shall provide the appropriate agreements, sureties, and easements for all public rights-of-way and other public improvements (utilities, sidewalks, streetlights, etc.) within and associated with the development.
B. Site Plans: No site plans are required for individual single-family lots within Parcel A; however, Building Permits are required prior to the initiation of dwelling construction and subsequent site improvements such as fences, decks, sheds, etc.
An approved site plan exists for the area contained in Parcel B. Any further development or modifications to the development from that indicated on an approved site plan, including architectural design, materials, or color changes, shall be reviewed and approved as part of a Minor or Major Modification application, as applicable prior to implementation of the modifications.
