All general development shall adhere to the standards and design criteria set forth in the West Des Moines subdivision ordinance, the West Des Moines comprehensive plan, and/or established city policies pertaining to public street rights of way. With the redevelopment of parcels A and/or B, with "redevelopment" meaning any major modification, permitted conditional use permits for which building modifications or site modifications are proposed, the public street rights of way for University Avenue and 28th Street will be brought into compliance with the comprehensive plan right of way dimension requirements. The method to bring the right of way into compliance will be determined by the city, for the appropriate classification of the roadway, to ensure that there is sufficient roadway infrastructure to support the development and accommodate future public improvements to the transportation system.
