Buffering between districts or parcels and uses shall be required as set forth in title 9, chapters 5 and 19 of the city code, except as noted otherwise in this ordinance.
A. There shall be a one hundred fifty foot (150') no build area parallel to the east property line of parcel A and a small section of the no build area to the west of the anticipated public park (see PUD sketch plan). The existing berm on the east no build area shall be extended to the north and taper along the north property line in a manner that will allow development of access roads to the property and to adjacent properties. Access roads, trails and fences shall be allowed within the no build area; however, a minimum thirty foot (30') wide area shall be provided along the east property line which shall not be encroached upon by roads or trails. Plantings shall be required in accordance with one of the following as determined by the width of the existing berm within the one hundred fifty foot (150') no build area:
1. Sixty feet (60') wide or greater berm: Provide the equivalent of one overstory or upright evergreen tree and three (3) shrubs for every thirty five (35) linear feet of berm length.
2. Thirty feet to fifty nine feet (30' - 59') wide berm: Provide the equivalent of one overstory or upright evergreen tree, two (2) understory trees and six (6) shrubs for every thirty five (35) linear feet of berm length.
A minimum of fifty percent (50%) of the required number of trees shall be evergreen. At the time of planting, overstory trees shall have a minimum trunk diameter of two inches (2"); understory trees shall have a minimum trunk diameter of one and one-half inches (11/2"); and evergreens shall be a minimum of six feet (6') in height. Shrub height at time of planting varies according to the anticipated mature size of the plant. In general, the taller the shrub at maturity the larger the plant size at time of planting. The location of the required landscaping (trees, shrubs, etc.) may be planted in any location along the berm.
B. No buffer shall be required between parcel A and the city park, nor along the south boundary of parcel B adjacent to the residential estate zoned property.
C. Trees that will encroach into any vehicle or pedestrian use area or travel lane shall be of a variety that will accommodate pruning to allow for the minimum clearance height (14 feet over vehicle travel lanes; 8 feet over pedestrian travel lanes) without adversely affecting the overall natural shape of the variety. Maintaining trees to these clearance levels is the responsibility of the property owner.
D. Trees shall not be planted closer than five feet (5') to a sidewalk as measured from the center of the tree or shrub base. No vegetation which obstructs visibility shall be located within the sight triangle of intersecting streets and drives. (Ord. 2052, 9-8-2014)
