The Taco John's PUD will have a variety of light fixtures ranging from parking lot lights and roadway fixtures to pathway lights. On file in the city are sketches and images of the intended lighting series (see exhibit V). The following general guidelines shall be in addition to the specific regulations stated within the Grand Avenue redevelopment plan regulations.
A. Streetlights: Street lighting shall be as per the Grand Avenue redevelopment plan. The height, spacing, light levels and uniformity coefficients of streetlights along public streets shall be in accordance with the city's street lighting standards. The developer of the Taco John's PUD shall be required to enter into an agreement with the city stating that the developer will install steel pole streetlights along Grand Avenue and Fourth Street in accordance with a plan provided by Mid-American Energy or its successors at such time that Grand Avenue is widened, or the existing overhead electric is placed underground.
B. Parking Luminaries: Fixtures used within off street parking areas shall not exceed twenty five feet (25') in height as measured from the ground to the top of the light structure. Fixtures used shall be consistent throughout Taco John's PUD and shall be in accordance with fixtures depicted in the Grand Avenue redevelopment plan.
C. Building Lighting: All building lighting shall be in accordance with exhibit V. No wall packs, or floodlighting without shields to direct the light to its intended target are allowed. In addition to cutoff fixtures, particular attention shall be given to eliminate hot spots and light glare. To achieve this, additional measures may include, but are not limited to, lowering parking lot light levels after business hours, turning off lights not necessary for security purposes, and use of landscaping for light screening/blockage. As a part of the review of each site plan, a photometric plan must be submitted. During the review, the applicant must demonstrate how lighting will not adversely affect adjoining properties.
D. Property Lines: Lighting at property lines shall be limited to one foot-candle. Lighting shall not be permitted to spill onto roadways or adjacent properties. Special care must be given to ensure excess light does not spill onto properties adjacent to, but not part of, the Val-Gate district. (Ord. 1879, 8-9-2010)
