The mayor shall have the following powers and duties during a time of emergency or public danger exists in which the peace and order of the city is endangered by reason of fire, flood, storm or mob violence wherein additional protection of life and property is necessary:
A. The mayor may take command of the police and govern the city by proclamation when a time of emergency or public danger exists. Within the city limits, he has all the powers conferred upon the sheriff to suppress disorders.
B. The mayor, with the approval of the council, may deputize additional persons to act as peace officers during any periods of emergency. Such periods of emergency when such officers may act shall be declared by the police chief or his authorized representative and shall last during the duration determined by the police chief or his authorized representative. During such period of emergency only, all such emergency officers shall have all the powers of a police officer. All appointments made during the period of emergency shall continue until the termination of the emergency. (Ord. 913, 7-9-1990)
