Whenever any peace officer finds a vehicle standing upon a public highway or in a publicly-owned parking lot in violation of any of the provisions of this chapter, such officer is hereby authorized to remove or move such vehicle, or require the driver or other person in charge of the vehicle to move the same, to be parked in compliance with this chapter.
