The commission shall have the following powers and duties:
A. To further economic cooperation and cultural and educational exchanges on the basis of mutual friendship and amity between similar worldwide municipalities;
B. To develop, compile, coordinate and exchange information with officials and citizens of such cities;
C. To plan and/or develop and carry out and/or facilitate mutual economic, educational and cultural activities with officials and/or citizens of sister cities, other cities outside the United States, or foreign visitors;
D. To encourage and cultivate mutual understanding of the respective economic situations and cultural development of sister cities;
E. To recommend to the Mayor and West Des Moines City Council as to the potential designation of official sister cities;
F. Hold regular public meetings and maintain a written record of its proceedings;
G. Prepare an annual report to the Mayor and City Council summarizing the commission's activities during the preceding fiscal year and recommendations for the proposed activities for the succeeding fiscal year;
H. Adopt and present to the City Council for its consideration and approval, such rules and regulations to govern its internal organization and procedures as it may deem necessary and which are not in conflict with Federal, State, and Municipal laws. (Ord. 1980, 3-18-2013)
