The Board shall have the following powers and duties:
A. Recommend plans for the development of the park and recreation system, consistent with the overall City Comprehensive Plan;
B. Make recommendations on the purchase, sale, lease or exchange of park property;
C. Make recommendations on policies and regulations for the control, operation, supervision and maintenance of park and recreation programs;
D. Make recommendations on fees and charges and any conditions under which services may be rendered to users of park and recreation facilities;
E. Make recommendations on applications for grants or subsidies from any other unit of government;
F. Provide input in the preparation of the operating and capital budget requests for park and recreation programs;
G. Recommend agreements for use, under reasonable rules and requirements, of parks or portions thereof, as follows:
1. For a period not in excess of ten (10) days to charitable, fraternal and patriotic organizations, for the purpose of permitting such organizations to conduct special events.
2. For a period not to exceed five (5) years, as the board shall deem proper, for the purpose of permitting the playing of amateur or professional contests or games, programs and recreational programs;
H. Have access to City staff to carry out the powers and duties described in this Section, per the authority of the City Council. (Ord. 1189, 6-3-1996; amd. Ord. 2480, 7-6-2021)
