The right shall be and at all times remain vested in the city council to revoke or cancel the license of any person licensed hereunder for any violation of this chapter, and upon complaint filed with the mayor, the mayor shall notify the offender to appear before the city council and be heard upon said complaint, and if at the hearing it shall appear to the city council that cause exists for the cancellation or revocation of said license, then such license shall be revoked without further process of law.
