Public parks shall be open from five o’ clock (5:00) A.M. to eleven o’ clock (11:00) P.M. daily. No person shall be or remain in such parks after eleven o’ clack (11:00) P.M. and before five o’clock (5:00) A.M. except in the course and scope of employment by the City of Wendell or by a Law Enforcement Agency.
