All members of the gas fitters examining board shall be United States citizens, residents of the state of Idaho for not less than one year, engaged in a responsible capacity in the gas fitting business prior to appointment and during the term of office and qualified by integrity, knowledge and experience to judge the competency of applicants for gas fitters certificates. Not less than one member of the board shall have had five (5) years' or more experience as a gas fitting contractor, gas fitting journeyman or as an engineer experienced in the design, construction and operation of gas systems.
