It shall be unlawful for any person to excite a disturbance or contention at a public house, court, election or any lawful meeting of citizens or any person to disturb a public assembly congregated for religious or other lawful purposes within the limits of the city, by undue noises, or by any offensive, unbecoming or indecent behavior.
