Whoever shall, in person or by another, erect any building which may be erected within the fire limits of the city in violation of any of the provisions of the building codes shall be liable to a fine as set forth in section 1-4-1 of this code, and if he shall permit the same to remain after receiving ten (10) days' notice from the chief of police, fire chief or fire marshal to remove same, he shall be liable to a fine of twenty five dollars ($25.00) for each day the same shall remain.
