No building or structure shall be constructed, built, remodeled, repaired, altered or enlarged in the fire limits of the city without a written permit first had and obtained from the fire marshal. Before such permit is issued, plans and specifications therefor shall be submitted to and approved by the fire marshal. Such plans and specifications must show and the fire marshal must find that the proposed work is in conformity with the requirements of the building codes of the city, and all amendments to and supplements of said codes. Upon approval by the fire marshal, a permit shall issue and be signed by the fire marshal, attested by the city clerk and bear the city seal, and such permit shall be authority for the person to whom it is issued to proceed with the work outlined in said plans and specifications.
