It shall be unlawful for the owner, driver or operator of any engine, motor car or other vehicle to drive, haul or propel same on or across any of the hose belonging to the city or the fire department, or to drive or leave such engine, motor car or other vehicle on any street in such manner as to interfere with or obstruct any of the fire apparatus or the workings thereof at a fire when an alarm has been struck.
