It shall be the duty of the fire chief or fire marshal to inspect or cause to be inspected by the fire department, its officers or members, as often as may be necessary, but not less than twice a year in the outlying districts, and four (4) times a year in closely built portions of the city, all buildings, premises and public thoroughfares, except the interior of private dwellings, for the purposes of ascertaining any conditions liable to cause fire, or any violations of regulations promulgated by the city, for the purpose of reducing fire hazards.
