8-2-1: PURPOSE:

This chapter shall be deemed an exercise of the police power of the city acting in its governmental capacity, for the protection and preservation of the health, welfare, morals, safety and cleanliness of said city and all its provisions shall be liberally construed for the accomplishment of that purpose.
