7-4-16: UNLAWFUL ACTS:
It shall be unlawful for any person, other than those duly authorized, to perform any of the following acts:
   (A)   To open, operate, tamper or interfere with, or in any manner obstruct the approach to any fire hydrant.
   (B)   To hitch any vehicle or animal to any fire hydrant or public drinking fountain.
   (C)   To have in his possession, or to use, or permit to be used any wrench for any fire hydrant for any other purpose than that authorized by the superintendent of the waterworks system.
   (D)   To destroy, deface, injure or in any way tamper with any meter, meter box, stop cock, valve or check, or the pumps, machinery or any apparatus connected with the operation of said waterworks system.
   (E)   For any water user to permit any person from other premises, or any unauthorized person to use or obtain water from his premises or water fixtures, whether inside or outside of his buildings.
   (F)   For any person, by himself, family, servants or agents to use the water coming through the water mains without first paying therefor as herein provided, or without authority to open any stop cock, valve or other apparatus attached to said system of waterworks.
   (G)   For any person, after the water has been turned off from his premises on account of nonpayment of rates, or other violation of the rules and regulations pertaining to the use of water, to turn on, or allow the water to be turned on, or to use or allow to be used, water from said system, without authority from the superintendent of waterworks.
   (H)   To violate or disobey any of the provisions of this chapter or any of the rules and regulations in force governing the management, operation and distribution of water from said waterworks system. (Ord. 39, 12-15-1914)
