7-4-14: APPLICATION TO EXTEND WATER LINES:
   (A)   All proposed water and/or sewer line extensions to the municipal water and/or sewer supply of the city shall be first presented to the city council by application, and all such extensions must be approved by the city council prior to the commencement of construction.
   (B)   All new water and/or sewer line extensions in the city shall be installed by the city staff, unless otherwise approved by the city council.
   (C)   No water mains less than six inches (6") in diameter shall be installed within the city service area without the approval of city council. No sewer mains less than eight inches (8") in diameter shall be installed within the city service area without the approval of the city council.
   (D)   The city may, at the sole discretion of the city council, pay for water and/or sewer line extensions.
   (E)   The city may also participate in the costs of such extensions by providing labor, material or other types of cost sharing, all at the sole discretion of the city council.
   (F)   The city may also enter into agreements to reimburse those persons or entities that have provided, or will provide, such extensions.
   (G)   Subsections (A) through (F) of this section apply to water and/or sewer extensions within the corporate boundaries of the city. In the event any person or other entity desires sewer and/or water extensions or hookups to the city systems, outside the boundaries of the city limits, an application, in a form approved by the city council, must be completed, and the city council shall have absolute discretion to either allow, disallow or allow with contingencies, such extensions. All such extensions must meet city and state standards in effect at the time of installation and shall be inspected by the city engineer or city superintendent. The cost of such inspections shall be the responsibility of the person or entity requesting city services, unless otherwise waived by the city council.
      1.   Any person or entity desiring such extension shall sign an agreement for connection to the city water and/or sewer system for property owners outside of the corporate limits of the city. Such agreement shall provide for the annexation of the property being served at the option of the city.
      2.   The person or entity desiring such extension shall agree to provide for such extension at their own expense.
   (H)   "As built" or "record" drawings of water line and/or sewer line plans shall be prepared by a professional engineer and the "corrected" original drawing or duplicate Mylar copy of the "corrected" original drawing shall be provided to the city. Such drawing shall be signed by the professional engineer in charge of the work stating that such drawing is true and correct and that the job site has been inspected. (Ord. 393, 1-8-1997)
