7-4-3: APPLICATION FOR WATER, CONDITIONS:
   (A)   Form: All applications for the use of water shall be made upon printed blanks to be provided by the city, and signed by the applicant. All applicants shall agree to be governed by such rules and regulations as may be subscribed by the city council for the management of the system. Such application shall state the location by street name, lot and block number of the property for which service is desired, and it shall be unlawful for any person supplied with water from said waterworks system to furnish to, or supply, any other person with water except as covered in said application.
   (B)   Discontinuance: Any person desiring to discontinue use of water shall give notice in writing thereof to the superintendent. No reduction or abatement of water rates shall be made unless such notice is given, nor for a period of less than one month.
   (C)   Deposit: The application shall be accompanied by a security deposit, in such amount as the city council may from time to time establish. (Ord. 324, 10-8-1981)
   (D)   Real Property Owner Responsible: Effective June 1, 2005, only real property owners of property served by the city services may subscribe to city utility services, including water, sewer and sanitation. The property owner shall be considered the "water user", "sewer user" and "sanitation user". (Ord. 448, 4-7-2005)
