7-4-1: USE OF CITY WATER REQUIRED:
   (A)   It is hereby declared to be in the best interest of the inhabitants of the city; and in the preservation of public health; and to promote the general welfare that it be provided that a single source of water supply for domestic, culinary and industrial purposes be maintained and operated within the limits of the city.
   (B)   It is hereby declared that it shall be unlawful for any person to use water for any domestic, culinary or industrial purpose which water is not obtained from the municipal waterworks of the city.
   (C)   The use of any such water from a source other than the municipal waterworks of the city is hereby declared to be a nuisance.
   (D)   If, in the opinion of the mayor and city council, it is determined to be physically impossible or economically prohibitive for any such inhabitant to connect to and use water from the municipal waterworks, upon application and good cause shown therefor, a waiver may be granted by the mayor and city council and such inhabitant may be permitted to obtain such water from some other source.
