The mayor and city council shall not issue any such permit unless and until a determination is made that the water quality of the matter sought to be so discharged is of an equal or better quality than that presently being conveyed in the said gravity wastewater system of the city. If any valid rules or regulations of any federal, state or county are then in effect, prescribing standards of water quality discharged by the city, anyone seeking a permit shall establish that the applicant will not cause, permit or suffer any discharge from applicant's property into the city wastewater system not satisfying such rules, standards or regulations.
