7-1-8: OBSTRUCTING STREETS:
It shall be unlawful for any person to obstruct or cause to be obstructed any public street, alley, sidewalk or bridge or to render inconvenient to pass; to continue such obstruction as to dig up any street, alley, sidewalk or public ground within the city without the authority of the mayor, or to place, leave or cause to be placed or left in any street, alley or sidewalk any wagon, cart, sleigh, dray, barrow, handcart or other vehicle, or any lumber, wood or timber or other article or thing whatsoever, in such manner as to obstruct or interfere with the public use of any street, alley or sidewalk, or to fence or to fill in or remove any earth or other material from any street, alley or sidewalk or interfere therewith except by permission of the mayor, or to throw, cast or lay any ashes, offal, shavings, dirt, filth, soapsuds, filthy water or rubbish of any kind whatsoever in any street, sidewalk, watercourse, ditch, lane, alley or place within the city, except as may be designated by the city authorities.
