6-1-4: PERMITS:

No permits shall be issued by any administrative officer of the city for the construction of any building or other improvements requiring a permit, upon any land for which a plat is required by law, unless and until the requirements hereof shall have been complied with. (Ord. 266, 4-10-1975)
