§ 30.01 MAYOR; REIMBURSEMENT OF EXPENSES.
   (A)   A personal appropriation is authorized from the General Fund in the amount of $800, to be expended for reimbursement of actual expenses of the Mayor during the year.
   (B)   The legislative authority of the city has determined it to be in the best interest of the city and necessary for the preservation of the public health, safety and welfare of the city that the Mayor shall have provided to him or her by the city a cellular phone service and that the city shall make payment for the cellular service beginning with the start of the Mayor’s term in office in January 2004.

§ 30.02 DEPUTY AUDITOR.
   There is hereby created the position of Deputy Auditor for the city, pursuant to R.C. § 733.19. The Deputy Auditor shall perform the duties of the City Auditor in the absence or disability of the City Auditor.

§ 30.03 DIRECTOR OF PUBLIC SAFETY AND SERVICE.
   (A)   The Director of Public Safety and Service is authorized and directed to execute easements on behalf of the city whenever it becomes necessary.
   (B)   In order to reduce future flood losses, Council hereby:
      (1)   Assures the Federal Insurance Administration that it will enact as necessary, and maintain in force for those areas having flood hazards, adequate land use and control measures with effective enforcement provisions consistent with the criteria set forth in § 1910 of the National Flood Insurance Program Regulations;
      (2)   Vests the Director of Public Safety and Service with the responsibility, authority and means to:
         (a)   Delineate or assist the Administrator, at his or her request, in delineating the limits of the areas having special flood hazards on available local maps of sufficient scale to identify the location of building sites;
         (b)   Provide such information as the Administrator may request concerning present uses and occupancy of the floodplain; and
         (c)   Submit on the anniversary date of the community’s initial eligibility an annual report to the Administrator on the progress made during the past year within the community in the development and implementation of floodplain management measures.
      (3)   Appoints the Director of Public Safety and Service to maintain for public inspection and to furnish upon request, a record of elevations, in relation to mean sea level, of the lowest floor, including basement, of all new or substantially improved structures located in the special flood hazard areas. If the lowest floor is below grade on one or more sides, the elevation of the floor immediately above must also be recorded; and
      (4)   Agrees to take such other official action as may be reasonably necessary to carry out the objectives of the program.
   (C)   The Director of Public Safety and Service is hereby granted authority to extend sewer utility service outside the city limits, provided that, prior to undertaking any such extension of service, the Director shall first determine, in his or her sole and absolute discretion, that any proposed extension is economically feasible.
