§ 30.04 UTILITY DIRECTOR.
   (A)   There is hereby created a position within the city known as Utility Director.
   (B)   The area of responsibilities include the following.
      (1)   Wastewater collection.
         (a)   Responsible charge of sewer collection until Working Supervisor gets a Wastewater Collection I License.
         (b)   Handles all planning for infrastructure and regulatory compliance, including Sewer Separation Project and planning for replacement and repair projects.
         (c)   Acts as a contact person for the state’s EPA in dealing with regulatory issues and customer complaints.
      (2)   Wastewater treatment. Assists the operator in responsible charge of wastewater treatment, at his or her request, with regulatory compliance.
      (3)   Water distribution.
         (a)   Acts as technical supervisor for the water distribution system until the Working Supervisor gets a Class I Distribution License or until the deadline set by the state’s EPA for him or her to get a license.
         (b)   Handles all planning for infrastructure and regulatory compliance, including the Sewer Separation Project and planning for replacement and repair projects. Acts as a contact person for the state’s EPA in dealing with regulatory issues and customer complaints.
         (c)   Formulates and administers the Back-Flow Prevention Program.
      (4)   Water treatment.
         (a)   Assists the Operator in responsible charge with regulatory and operational issues as requested.
         (b)   Writes and maintains the Emergency Operations Plan.
      (5)   Finance.
         (a)   The Utility Director shall submit an annual report including income, expenses and projected needs.
         (b)   The Utility Director shall assist in formulating departmental budgets.
         (c)   The Utility Director shall bring special financial needs to attention as they arise.
   (C)   The pay and benefits shall be as set forth in Ord. 3206.
