(a) Those certain documents, complete copies of which are on file in the office of the City Clerk or the Fire Department for public use and inspection, being marked and designated as the Fire Prevention Code, the International Fire Code (IFC), National Fire Protection Association (NFPA) Fire Prevention Code # 1, NFPA Life Safety Code #101 and NFPA #1141, Standard Fire Protection Infrastructure for Land Development in Wildland, Rural, and Suburban Areas, published by the National Fire Protection Association, as the same may be amended from time to time, are hereby adopted as the Fire Prevention Code of the City for the purposes of prescribing regulations governing conditions hazardous to life and property from fire or explosion and controlling the storage, handling and use of flammable or explosive substances and the use or occupancy of buildings or premises with reference thereto. Each and all of the regulations, provisions, conditions and terms of such Codes are hereby referred to, adopted and made a part hereof as fully as if set forth in this chapter, except as may be amended in this chapter.

(b) In the event of a conflict between any of the provisions of the Fire Prevention Code and the National Fire Codes, as adopted in division (a) of this section, and any other provision of this chapter or any other local ordinance, resolution, rule or regulation, the local provision shall control. In the event of a conflict between any of the provisions of the Fire Prevention Code and the National Fire Codes, as adopted in division (a) of this section, and any State law, rule or regulation, the stricter standard shall control.

(a) Municipality. Whenever the word "Municipality" is used in the Codes adopted in Section 1610.02 it shall be held and interpreted to mean the City.
(b) Bureau of Fire Prevention. Whenever the words "Bureau of Fire Prevention" appear in the Codes adopted in Section 1610.02 they shall be interpreted to mean the Fire Department of the City.

(a) The limits referred to in the Codes adopted in Section 1610.02, in which storage of explosives and blasting agents is prohibited, are hereby established as follows: The entire corporate limits of the City, except the IND-2 Zoning District, as set forth in the Zoning Code.
(b) The limits referred to in the Codes adopted in Section 1610.02, in which the manufacture and storage of fireworks are prohibited, are hereby established as follows: The entire corporate limits of the City, except the IND-2 Zoning District, as set forth in the Zoning Code.
(c) The limits referred to in the Codes adopted in Section 1610.02, in which storage of flammable liquids in outside above-ground tanks is prohibited, are hereby established as follows: The entire corporate limits of the City, except IND-1 and IND-2 Zoning Districts, as set forth in the Zoning Code.
(d) The limits referred to the Codes adopted in Section 1610.02, in which new bulk plants for flammable or combustible liquids are prohibited, are hereby established as follows: The entire corporate limits of the City, except the IND-2 Zoning District, as set forth in the Zoning Code.
(e) The limits referred to in the Codes adopted in Section 1610.02, in which bulk storage of liquefied petroleum gas is restricted, are hereby established as follows: The entire corporate limits of the City, except the IND-2 Zoning District, as set forth in the Zoning Code.
