Any license or permit issued under the provisions of the Codes adopted in Section 1610.02, and not provided for in other ordinances of the City, shall be issued without payment of a fee. Any license or permit issued under the provisions of such Codes shall provide therein for an expiration date of ninety days from the date thereof unless commencement of the use or occupancy of buildings, structures or premises for which the permit or license is issued is made on or before ninety days from the date of the issuance of such license or permit.
