The term “controlled access facility” means a highway or street especially designed for through traffic, and over, from or to which owners or occupants of abutting land or other persons have no right or easement or only a controlled right or easement of access, light, air, or view by reason of the fact that their property abuts upon such controlled access facility or for any other reason.

There are hereby fixed and established controlled access facilities within the City, the centerline of such access facilities being described as follows:

1. Hickman Road from a point 1,320 feet west of the centerline of Warrior Lane at its intersection with Hickman Road, east at intervals of 1,320 feet to the east City limits; and west from a point 1,320 feet west of Warrior Lane at 600-foot intervals to the west City limits.
2. University Avenue from a point on the centerline of Ashworth Drive at its intersection with University Avenue east at intervals of 1,320 feet to the east City limits.
