3-1-1: LICENSES REQUIRED:
Any person who shall carry on or engage in or attempt to carry on or engage in any occupations, professions or trades for which a license is required, or who shall own, operate or control any exhibitions, entertainments, games or amusements for which a license is required, without first procuring the license therefor and complying with all other regulations pertinent thereto, shall be deemed guilty of an offense, and upon conviction thereof, shall be punished as provided in section 1-3-1 of this code. 3-1-2: APPLICATION FOR LICENSE:
Any person desiring a license from the city for any of the purposes where required in this code shall make application therefor to the city clerk on a blank furnished for that purpose, and upon payment of the license fee provided for herein, the city clerk shall issue to such person the proper license, which license shall be countersigned by the mayor before the same shall be valid. 3-1-3: LICENSE TERM:
All licenses issued pursuant to this code shall expire on May 1 each year. Licenses for which an annual fee is charged will be issued for one-half (1/2) the annual fee after November 1, unless specific provisions state otherwise. (Rev. Ord. 1540, Comp. 1941, p. L-4)
3-1-4: AUCTIONEERS:
No person shall carry on or engage in the business of an auctioneer in the city without first procuring a license and paying the following fees:

3-1-5: FORTUNE TELLING AND SIMILAR PRACTICES:
No person shall carry on or engage in the business or profession of a clairvoyant, palmist, fortune teller, mind reader or phrenologist in the city without first procuring a license therefor and paying a license fee as follows:
