Any person who shall carry on or engage in or attempt to carry on or engage in any occupations, professions or trades for which a license is required, or who shall own, operate or control any exhibitions, entertainments, games or amusements for which a license is required, without first procuring the license therefor and complying with all other regulations pertinent thereto, shall be deemed guilty of an offense, and upon conviction thereof, shall be punished as provided in section 1-3-1 of this code. Any person desiring a license from the city for any of the purposes where required in this code shall make application therefor to the city clerk on a blank furnished for that purpose, and upon payment of the license fee provided for herein, the city clerk shall issue to such person the proper license, which license shall be countersigned by the mayor before the same shall be valid.
