The Zoning Board of Appeals shall consist of five members, no more than three of whom shall be of the same political party, and three alternate members, none of whom shall be members of the same political party.
(A) Requirements. The members shall meet the requirements set forth in the general statutes.
(B) Appointments; term of office. No later than July 1, 2004, the Mayor shall appoint two members and one alternate whose terms shall expire on December 31, 2005, and three members and two alternate whose terms shall expire on December 31, 2007. At the expiration of their respective terms, their successors shall be appointed for a term of four years.
(C) Compensation. Members shall serve without compensation, but may be reimbursed for any necessary expenses incurred in the performance of their official duties within the limitations of appropriations.
(D) Secretary and record keeping. The City Clerk shall act as secrets and record keeper for the Board.
(E) Meetings. The Board shall meet on the third Wednesday of every month at 6:30 p.m.

The Board shall have all the powers and duties of a zoning board of appeals as set forth in the state general statutes as they may be amended from time to time. The Zoning Board of Appeals shall also have all of the powers and duties given to it under the Charter of the city, as it may be amended from time to time, as well as those powers and duties of the Zoning Board of Appeals set forth in the city's zoning regulations, as it may be amended from time to time, including, but not limited to, § 7.2 thereof.

NAUGATUCK VALLEY COUNCIL OF GOVERNMENTS
The city hereby joins with such municipalities of the Naugatuck Valley Planning Region, as designated by the Secretary of the Office of Policy and Management of the State of Connecticut, to create a regional council of governments to be known as the Naugatuck Valley Regional Council of Governments by adopting the provisions of Conn. Gen. Stat. §§ 4-124i through 4-124p.
